The new government of Rodrigo Duterte, the “Most Popular President in the World,” has announced it will double public infrastructure spending to 5.5 percent of GDP in 2017. This action will propel Philippines onto the world stage as the fastest growing major economy on the planet. + Why does DPWH insist on its own certification requirements when PCAB is the respected industry standard?

Quality assurance is another serious concern. Oversight of government construction projects is provided by government employees themselves who receive daily allowances as low as Php800 — despite overseeing multi-million dollar projects. Without third-party oversight, industry insiders fear colossal project failures and international embarrassment.
